The Could not fill because there are not enough opaque source pixels error occurs when you are using Content-Aware under the Fill options. Make sure that your active layer and selection is not empty to avoid this error. If you are facing this error currently, then you can use other modes instead of using Content-Aware for filling the solid colors. 

Since Content-Aware needs opaque source pixels for functioning, it will create this error if there are not sufficient opaque source pixels. However, you can follow the above solution to resolve this error effectively.
